Operational Team


PAUL CLEMENT Chief Executive

Paul was born and educated in Ipswich and now lives here with his family. Whilst Managing Director of a major insurance company, he helped establish Ipswich Partnership in 2000, the town centre’s management company. By 2007, the company had 265 businesses contributing £250,000 a year, and Paul helped move the business on to Ipswich Central, the 30th BID in the UK. As well as steering the BID to the highest aggregate first renewal result in 2012, he has established Central Management Solutions Limited (CMS) which provides additional management to the BIDs in Nottingham, Ilford and Southend. Paul is also a Director and Advisory Board member of British BIDs, the national membership organisation. He retains his roots in insurance through a non-executive role with Call Connection, an intermediary employing 350 staff in Ipswich and Newcastle.


  SOPHIE Operations Manager

Sophie has worked for Ipswich Central since 2007. Her role includes managing the team of Street Rangers on a daily basis and also project managing Radiolink, the Exclusion Scheme and the delivery of Best Bar None from an Ipswich Central perspective.


FIONA WRIGHT Marketing Director

Fiona hails from the north east of England but moved south to complete a degree in French and Law at Essex University. Whilst taking a year out before continuing with law, Fiona worked for a pr company in London and before she knew it 16 years in marketing and communication had passed by. Fiona has worked for Ipswich Central in a marketing and communication’s role since May 2009. Two previous Account Director roles in leading design and marketing consultancies which dealt with large-scaled mixed use property developments piqued her interest in place making and played a large part in fuelling her desire to want to help create places in which people want to live, work and play. Fiona is also Joint Managing Director of Central Management Solutions which provides management services to other BIDs and was the Chair of the British BIDs National Marketing Forum from 2009 to 2012.

Terry Baxter1

Chairman and Director

Terry Baxter officially took over the role as Ipswich Central Chairman in September 2013 from William Coe who had been in the role for over six and a half years. Terry brings to the role an extensive knowledge of Ipswich and a real enthusiasm to take the Vision for Ipswich forward and help it reach fruition. He is also the chief executive of an independently funded education support charity. The charity harnesses the power of sport to motivate, inspire and improve the life chances of young people across Suffolk who are in need. The Trust particularly specialises in working with young people aged 16 – 24 who are not in employment, education or training (NEET). An experienced broadcaster and journalist, until July of 2013, Terry hosted the flagship, all-speech breakfast programme for BBC Radio Suffolk. He has worked with the BBC in both radio and television, specialising in Sport, News and Current Affairs.Terry is a media management and communications consultant to a number of clients both in Suffolk and nationally, he is often employed as an event ‘host’ and ‘facilitator’. Since 2007 Terry has been a Fellow of Suffolk New College.

The Street Ranger Team

Alex, Jed, Geri and David all have an extensive knowledge of Ipswich town centre as a place, and also the people that live and work here. Their job is hugely varied and every day is different and can include managing graffiti removal, first aid incidents, shoplifter exclusions and visitor guidance.
